Hazelton Avenue <br />Stockton, CA, 95205 <br />9 E Or, <br />HEALTHY AIR LIVING' <br />Project: Notice of Preparation for the Gill Women's Medical Center, LLC - <br />Women's Health Facility and Hospital Project (PA -1900240 and PA - <br />2000014) <br />District CEQA Reference No: 20200052 <br />Dear Ms. Stowers: <br />The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the <br />Notice of Preparation (NOP) for the Women's Health Facility and Hospital Project. The <br />proposed project consists of construction of a 36,000 square foot women's health facility, <br />28,000 square foot medical office building, 140,000 square foot hospital with 100 beds, <br />an emergency helipad landing area, and 6,000 square foot physical plant building <br />(Project). The District offers the following comments: <br />Emissions Analysis <br />1) At the federal level for the National Ambient Air Quality Standards (NAAQS), the <br />District is currently designated as extreme nonattainment for the 8 -hour ozone <br />standards; nonattainment for the PM2.5 standards; and attainment for the 1 -Hour <br />ozone, PM 10 and CO standards. At the state level, the District is currently designated <br />as nonattainment for the 8 -hour ozone, PM10, and PM2.5 California Ambient Air <br />Quality Standards (CAAQS). The District recommends that the Air Quality section of <br />an Environmental Impact Report (EIR) include a discussion of the following impacts: <br />a) Criteria Pollutants: Project related criteria pollutant emissions should be <br />identified and quantified.
