Ham Lane, from Eight Mile Road north to the project site, shall be improved (widened) in <br />conformance with the standards for one-half of a 60 -foot -wide rural collector road. The <br />improvements shall be in conformance with the current Improvement Standards of the County of <br />San Joaquin. Improvement plans, specifications and engineer's estimate prepared by a registered <br />civil engineer shall be submitted for review and are subject to plan check, field inspection fees and <br />must be approved by the County of San Joaquin Department of Public Works prior to issuance of <br />the building permit. (Development Title Sections 9-240, 9-910, 9-1150.2, 9-1150.16) <br />I. A City of Stockton encroachment permit shall be required for all work within City right-of-way. A <br />copy of the permit shall be submitted to County Public Works for the file. <br />m. Prior to issuance of the building permit the applicant shall improve the intersection of State Route <br />99 East Frontage Road and the State Route 99 Northbound ramps to an all -way stop -control <br />intersection. <br />n. Prior to issuance of the building permit the applicant shall construct a second northbound -to - <br />westbound left turn lane at the intersection of West Lane and Eight Mile Road. A copy of the City <br />of Stockton encroachment permit and plans shall be submitted to County Public Works for the file. <br />o. Prior to issuance of the building permit the applicant shall signalize the intersection of Eight Mile <br />Road and Ham Lane. A copy of the City of Stockton encroachment permit and plans shall be <br />submitted to County Public Works for the file. <br />3. ENVIRONMENTAL HEALTH DEPARTMENT (Contact: [209] 468-3420) <br />a. An application for Waste Discharge Requirements must be submitted to the Central Valley Regional <br />Water Quality Control Board prior to development (California Water Code, Article 4, Section 13260). <br />b. Submit a Small Public Water System preliminary technical report to the California State Water <br />Resources Control Board, Division of Drinking Water (Water Board) prior to issuance of building <br />permits and at least six months before initiating construction of any water related improvement, as <br />defined. The issuance of a permit to operate a small public water system by the local primacy <br />agency, EHD, is prohibited without the concurrence of the Water Board. Please contact Brian <br />Kidwell, P.E. with the SWRCB Division of Drinking Water at (209) 948-3963 concerning the <br />requirements for preliminary technical report submittal prior to issuance of building permits. <br />c. Before medical waste can be generated or stored on site, the generator shall notify the EHD and <br />comply with the regulatory requirements under the Medical Waste Management Act, and obtain <br />permit from the EHD if 200 pounds or more per month of medical waste is generated (Health and <br />Safety Code HSC117890). Before any hazardous materials/waste can be stored or used onsite, the owner/operator must <br />report the use or storage of these hazardous materials to the California Environmental Reporting <br />System (CERS) at cers.calepa.ca.gov/ and comply with the laws and regulations for the programs <br />listed below (based on quantity of hazardous material in some cases).
