I <br />-3- <br />7. Endangerment of NeaI�i bnd Environm-e <br />The discharger shall report any noncompliance that may endanger health or <br />the environment. Any information shall be provided orally within 24 hours - <br />from the time the discharger becomes aware of the circumstances., A written <br />submission shall also be provided within five days of the time the discharger <br />becomes.aware .of the circumstances: The written -submission shall contain <br />(1) a description of the noncompliance and its cause, (2) the period of <br />noncompliance, including exact dates and times.; (3) if the noncompliance <br />has not been corrected, the anticipated time it is expected to continue; and <br />(4) the steps taken or planned to reduce, eliminate, and prevent <br />reoccurrence of the noncompliance. The appropriate RWQCB Executive <br />Officer or an authorized representative may waive the written report on a <br />case-by-case basis if the oral report has been received within 24 hours. The <br />following shall be included as information that must be reported within 24 <br />hours: <br />(1) Any bypass from any portion of the treatment facility. <br />(2) Any discharge of treated or untreated wastewater resulting <br />from sewer line breaks, obstruction, surcharge or any other <br />circumstances. <br />(3) . Any treatment plant upset which causes the effluent limitation <br />of this Order to be exceeded. <br />[CWC 13.263 and 13267] <br />$. Operator Certificati <br />Supervisors and operators of municipal wastewater treatment plants and <br />privately owned facilities regulated by the PUC, used in -the treatment or <br />reclamation of sewage and industrial waste shall possess a certificate of <br />appropriate grade in accordance with Title 23, California Code of <br />Regulations Section 3680.* State Boards may accept experience in lieu of <br />qualification training. In lieu of a properly certified, wastewater treatment <br />plant operator, the State Board may approve use of a waste treatment plant <br />operator of appropriate grade certified by the State Department of Health <br />Services where' reclamation is involved. <br />
