Analysis <br /> Background <br /> This application was submitted prior to adoption of the Wireless Telecommunication Facilities Ordinance. <br /> As a result, the item was scheduled for a public hearing, with the understanding that if the Ordinance was <br /> approved by the Board of Supervisors,the item would be taken off the agenda and acted upon at the staff <br /> level, unless the item became controversial. This Site Approval application is being referred to the <br /> Planning Commission based on neighborhood opposition. The proposed project is consistent with the <br /> provisions contained in the Wireless Telecommunication Facilities ordinance. <br /> Zoning <br /> On May 25, 1997, the San Joaquin County Board of Supervisors approved Development Title Text <br /> Amendment No. TA-97-1, which added the Wireless Telecommunications Facilities to the Development <br /> Title and grouped all commercial activities that provide electronic communication of information and <br /> entertainment to the public under the Communication Services use type. Under the new requirements, <br /> the proposed 70-foot-high wireless services tower would be classified as a "Communication Services - <br /> Type Il" use type, which may be conditionally permitted in the A-G zone with an approved Site Approval <br /> application. Wireless services are regulated by the Wireless Bureau of the Federal Communications <br /> Commission (FCC). <br /> Neighborhood Opposition <br /> Two letters in opposition were received from neighbors. One letter simply stated that the neighbor was <br /> against a cellular facility at this site, and the other letter stated they were opposed for two reasons: first, <br /> the tower would be a hazard to crop dusting operations, and second, it would be an eyesore. <br /> San Joaquin County SA-97-26/Pacific Lenders <br /> Community Development Page 5 <br />
