Analysis <br /> General Plan Policy <br /> This project is being considered an expansion of an existing I/L area located to the northwest of <br /> the project site. The General Plan Industrial Development Chapter contains the following <br /> Development and Locational Criteria for Limited Industrial areas (pp. IV-31 andlV-32): <br /> A. Limited industrial areas shall be developed so that industrial activities are conducted entirely <br /> within enclosed buildings and outdoor storage areas are screened. <br /> All present and any future development shall comply with this regulation. <br /> B. Limited industrial areas shall be developed so that buildings are no more than 100 feet in <br /> height and occupy no more than 60 percent of the lot area except in areas zoned Warehouse <br /> Industrial, where they shall occupy no more than 40 percent of the lot area. <br /> A truck parking and repair facility currently occupies the site and does not occupy more <br /> than 40 percent of the site. All future development shall comply with this regulation. <br /> C. Limited industrial areas shall be located on a Minor Arterial or higher classification roadway. <br /> The proposed General Plan Amendment is an expansion of an existing I/L area located <br /> adjacent to the subject property to the northwest. The existing I/L area has frontage on a <br /> portion of Kasson Road, a Major Arterial. <br /> D. Limited industrial areas shall be located in areas served by, or planned to be served by, a <br /> wastewater treatment plant, a water system, and a drainage system, all of which shall be <br /> public, unless only one parcel is involved. A limited number of areas may be zoned for <br /> development on septic tanks. The uses in these areas shall not individually or collectively <br /> generate wastewater whose volume or quality requires a sewage treatment plant. These <br /> areas shall: <br /> - Not be served or be expected to be served by a sewage treatment plant during the planning <br /> period; <br /> - Not be located where they will make the extension of services more difficult in the future; <br /> - Be located where soil conditions can safely absorb sewage in conformance with local health <br /> and water quality standards; and <br /> - Require a septic nitrate loading feasibility study prior to development. <br /> When any underlying project is processed, it will be reviewed and/or conditioned <br /> consistent with these requirements. <br /> Public Health Services Response <br /> Pursuant to a requirement of the Environmental Health District, the applicant has completed a <br /> nitrate loading study. The Environmental Health District has concluded that the continued <br /> operation of the existing use does not present any health related issues. Should the applicant <br /> propose a different use, the Environmental Health Division would need to reevaluate the services <br /> (sewer and water) issue. <br /> San Joaquin County GP-99-3, ZR-99-11/LTH Trust <br /> Community Development -9- <br />
