FINDINGS FOR SITE APPROVAL <br />PA -2200114 <br />JASVIR SINGH & MALKEET KAUR / DAVID LAGORIO <br />1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, any <br />applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan adopted <br />by the County. <br />• This finding can be made because the Agricultural Truck Parking use type for a maximum <br />of 2 trucks and 4 trailers may be conditionally permitted in the AG40 (General Agriculture, <br />40 -acre minimum) zone with an approved Site Approval application. The AG -40 zone <br />implements the General Plan's A/G (General Agriculture) designation. The subject parcel <br />has an A/G General Plan designation and is zoned AG -40. Therefore, the use is consistent <br />with the goals, policies, standards, and maps of the General Plan. There are no Master Plans, <br />Specific Plans, and/or Special Purpose Plans in the project vicinity. <br />2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br />facilities have been provided, and the proposed improvements are properly related to existing and <br />proposed roadways. <br />• This finding can be made because the 10.00 -acre parcel is of adequate size and shape to <br />accommodate the proposed agricultural truck parking operation and all necessary <br />improvements. The site plan shows that there is sufficient area for the maximum of 2 trucks <br />and 4 trailers and the project improvements, in compliance with standards of the <br />Development Title. The proposed Agricultural Truck Parking operation is permitted as an <br />accessory use to the owner/operator's dwelling, and the project will be served by a private <br />septic system, an individual well, and on-site storm drainage. The Public Works Department <br />is requiring the developer to provide drainage facilities that meet the requirements of San <br />Joaquin County Development Standards to prevent the increased runoff release rate of <br />storm water from discharging onto other properties and to prevent offsite sediment <br />transport. <br />3. The site is physically suitable for the type of development and for the intensity of development. <br />• This finding can be made because the parcel is of adequate size and shape to accommodate <br />the proposed use and the requirements of the Development Title. The site plan shows that <br />there is sufficient area for the project improvements, parking for the maximum of 2 trucks <br />and 4 trailers approved with this application. The Department of Public Works requires that <br />all access driveways conform to the County R-17 Standards to ensure adequate room for <br />safe truck movement onto and off the project site, in compliance with Standards of the <br />Development Title. <br />4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare or be <br />injurious to the property or improvements of adjacent properties. <br />• This finding can be made because a review of the project was concluded and the <br />determination that the project was exempt from CEQA pursuant to Section 15061(b)(3) could <br />be made. Therefore, no potentially significant environmental impacts are anticipated. <br />5. The use is compatible with adjoining land uses. <br />• This finding can be made because the proposed use will not interfere with nor alter the current <br />land uses on adjacent properties.
