Backus, Garrett [EHD]
From: Feliciano, Tony <Tony.Feliciano@kuraray.com >
Sent: Tuesday, December 1, 2020 11:40 AM
To: Backus, Garrett [EHD]
Cc: Muro, Claudia [EHD]; Daubman, Jason; Buckerfield, Bruce
Subject: Re: Calgon Carbon Corporation (Stockton warehouse) NtA response - hazardous waste
determination
Attachments: 6152N 2018 Testing.pdf; Stockton 4807N 2020 Testing.pdf; Stockton 6018N 2018
Testing.pdf; Stockton 6500N 2017 Testing.pdf; Stockton 6635N 2018 Testing.pdf;
DS106N manifests.docx; wastewater manifests.docx; DS106N 2020 Testing.pdf
CAUTION: This email is originated from outside of the organization. Do not click links or open attachments unless you recognize the
sender and know the content is safe.
Good afternoon, Garrett. Please see below our responses to the information you have requested. Also find
attached the supporting documentation. Please let me know if you have received this, as it is a big file. And
also, please let me know if you have any further questions.
Thank you
For spent carbon that passes through the Stockton facility and sent to one of the reactivation plants such as
Gila Bend, AZ; please provide the hazardous waste determination information for the last loads coming from
five different source companies. We need to know if the spent carbon is hazardous waste when it's stored at
the Stockton facility. We also need to know what type of waste water is being treated at the five source
companies.
Please see attached. We identify and track spent carbon streams by Carbon Acceptance Numbers
(CANs). Below are the 5 CANs we have provided and the water being treated with each. Please keep in mind
these were the last 5 shipments at the time of the request. The facility received spent carbon daily, and so this
list may vary daily, but they are typical. All CANs go through our review process, which includes analysis of
samples they send to us. The verifications of the original hazardous waste determination were last done as of
the dates of the analytical attached. We do not conduct a separate waste determination with every load
received.
4807N —final treatment of potable water
6018N — groundwater for potable water use
6500N — groundwater treatment. Non-CERCLA
6635N —Surface water for removing trace organics.
6152N — groundwater for potable water use
For residual water sent to EBMUD or other disposal facilities; provide transport manifests for the last five loads
and the corresponding hazardous waste determination for each one.
Please see attached waste manifests for wastewater. The hazardous waste determination was made at
the time of setting up the profile with EBMUD, through the analysis which was sent in the previous response to
this NTA. As we have conducted hazardous waste determinations on all spent carbon's that may have contacted
the water that has been shipped, we consider that adequate generator knowledge for determining the water to
be non-hazardous, in concert with the analysis used for the profile.
1
