Backus, Garrett [END]
From: Backus, Garrett [EHD]
Sent: Wednesday, January 6, 2021 2:23 PM
To: Schofield, John
Subject: RE: Calgon - Stockton Warehouse
Attachments: FW: Calgon Carbon Corp, Stockton, CA site; FW: Calgon Carbon Corporation (Stockton
warehouse) NtA response
Hi John and Happy New Year,
We received a complaint on 10-28-20 wanting to know if the Calgon Carbon site at 3200 E Eight Mile Rd, Stockton CA
has the appropriate CUPA permits. Claudia Muro of my department visited and found that the site might have
hazardous materials stored on site and hazardous waste may be generated. The on-site personnel could not provide a
lot of information.
We issued a notice to abate on Nov 5, 2020 to get more information. Calgon responded on Nov 13. We asked for
more information on Nov 17. Calgon responded a second time on Dec 1. The first two emails and attachments are
attached. The second response will follow in another email.
After reviewing the information provided by Calgon, we determined that the site needed a hazardous materials business
plan for their materials stored on-site. They reported four hazardous materials under CERS ID 10859029: diesel, carbon
dioxide, propane and activated carbon. From the information provided, it does not appear that Calgon generates or
processes RCRA or non-RCRA hazardous waste at the Eight Mile facility so a hazardous waste permit was not issued or
required by us.
Yesterday, I forwarded the vinyl chloride information to Karine with the Contra Costa County CUPA. I'll also attach that
email.
Cheers,
Garrett Backus, Ld.
