Claudia Muro of my department visited and found that the site might have <br />hazardous materials stored on site and hazardous waste may be generated. The on-site personnel could not provide a <br />lot of information. <br />We issued a notice to abate on Nov 5, 2020 to get more information. Calgon responded on Nov 13. We asked for <br />more information on Nov 17. Calgon responded a second time on Dec 1. The first two emails and attachments are <br />attached. The second response will follow in another email. <br />After reviewing the information provided by Calgon, we determined that the site needed a hazardous materials business <br />plan for their materials stored on-site. They reported four hazardous materials under CERS ID 10859029: diesel, carbon <br />dioxide, propane and activated carbon. From the information provided, it does not appear that Calgon generates or <br />processes RCRA or non-RCRA hazardous waste at the Eight Mile facility so a hazardous waste permit was not issued or <br />required by us. <br />Yesterday, I forwarded the vinyl chloride information to Karine with the Contra Costa County CUPA.
