Chesney Consulting
July 6,2022
FOR: San Joaquin County Environmental Health Department(EHD)
Mr. Steven Shih, REHS, Program Coordinator
Mr. Jeffrey Wong, REHS
1868 East Hazelton Ave.
Stockton, CA 95205
PROJECT: Proposed Equipment Yard/Office Building
23751 South Bird Road
Tracy, CA 95304
APN 250-100-15
SR0085397; PA-1800080(UP)
SUBJECT: Operations and Maintenance Plan(Project No. SSNL-09.22A)
Reference is made to the project indicated above. Under Section 1.12.1 of the SJC EHD Onsite Wastewater
Treatment System(OWTS) Standards, the EHD has requested an Operations and Maintenance Plan for the
engineered system designed to serve the proposed project.
The operation of the OWTS is described on Page 8 of the Soil Suitability/Nitrate Loading(SSNL) Study
Report. Since the disposal area is highly constrained by driveway areas, thus creating a long, narrow effluent
disposal area, the OWTS had to be engineered. However, the operation of the system remains conventional
and therefore,a maintenance plan only addresses those conventional aspects of the system operation.
Although a 1,200 gallon septic tank would have been applicable for this project, a 2,000 gallon tank was
specified for two reasons: First a larger tank traps a much higher percentage of nitrogen than a 1,200 gallon
tank size. Secondly, if Phase I1 of this project is implemented, this large tank size will manage the
anticipated influent wastewater flows without having to remove and replace a smaller tank with a larger tank.
Two maintenance issues can be associated with this specified 2,000 gallon tank: The effluent filter should be
cleaned when the tank is pumped. Although the pumping interval is theoretically many years, this can be
reduced to pumping the tank every three years to remove nitrogen products. At the time of this clean-out,the
effluent filter should be washed off over the manhole of the first compartment.
If there should be questions regarding this document, please contact the undersigned.
Respectfully submitted,
CHESNEY CONSULTING 0a4lofessiod
a
e, o°D• Ches fct'
No.75479 CD
Don Che ney, PE
Registered Civil E7gierC75479 J,
`a Civil
to of Califot4
P.O.
