SAN JOAQUIN <br />..,Y <br />Environmental Health Department <br />WASTE DISCHARGE/SPILL RESPONSE <br />NOTICE TO ABATE <br />Responsible Party: MANTECA COUNTY DUMP Date: Dec 15, 2021 <br />RP Mailing Address: 3977 CASTELLINA WAY Record ID#: COYLIPOTE <br />MANTECA, CA 95337- Program Element: 2546 <br />Spill Location: 21908 S MANTECA RD, MANTECA <br /> Release/Spill Response (excluding Joint Team) <br />NATURE OF WASTE DISCHARGENVASTE RELEASE: <br />An unknown amount of oily liquid has released onto the ground/soil. <br />OBSERVATIONS: <br />The EHD received notification that the property was storing containers of an oily substance and that the oily liquid released <br />onto the ground/soil. I also received photos of staining on the ground near a five gallon bucket and sheen on the ground <br />near a small opened cooler filled with an oily liquid. Inspectors Vicky yang-Lee, Kristina Saetern, and Sandip Singh <br />inspected the area and observed multiple containers (different sizes) of unknown materials. The 5 gallon bucket and small <br />cooler were still on site. The five gallon bucket was tipped over on the ground and had an oily residual coating the inside of <br />the bucket and the small cooler was filled to the rim with an oily liquid. <br />Please be advised that the disposal of any waste [HSC 5411] or disposal of any hazardous waste, or the causing thereof, is <br />prohibited when the disposal is at a facility that is not permitted or authorized for hazardous waste disposal. [HSC <br />25189.5(a).]. Please be aware that all hazardous waste shall be disposed of under appropriate hazardous waste manifesting <br />procedure [HSC 25160 (b)(3)]. <br />Facilitate spill cleanup by properly trained individuals, provide hazardous waste determinations and waste/hazardous waste <br />disposal records for impacted material to the EHD. <br />VIOLATIONS: <br />Discharge of any waste, including sewage <br />(CA Health and Safety Code 5411) <br />Discharge of waste or sewage to water or within 150 ft. of waterway <br />(SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br />Improper disposal of a hazardous waste <br />(CA Health and Safety Code 25189.5) <br />13 Permitting or Maintaining a Nuisance <br />(SJC Ordinance Code Section 8-5100) <br />Other Violation <br />CORRECTIVE ACTIONS / ORDER: <br />Investigate and abate contamination under the oversite of the appropriate lead agency. <br />IMMEDIATELY. <br />Submit copies of hazardous waste manifests/disposal records to the EHD. <br />Other Correction <br />EHD 25-01 Rev 9/16/2020 WASTE DISCHARGE/SPILL RESPONSE NOTICE TO ABATE Page 1 of 2 <br />1868 E.
