Walker: <br /> C .trans has r v'v ic'raECi ta12 Fii�FiilCatiOn Referral and <br /> Environmental Information Forms for the Eagle Park #5 sub- <br /> division and offers the following comments : <br /> The environmental information portion of the Referral <br /> makes no reference to traffic impacts on streets and roads in <br /> the project area. It should be noted that the air quality <br /> section indicates that no vehicles will be associated with <br /> the completed project and no air polluting emissions will <br /> result. These answers are, at best, misleading. It can be <br /> anticipated that in excess of 300 vehicle trips per day may <br /> be generated by this project. _ The individual impacts are not <br /> considered great, but will significantly contribute to the <br /> cumulative traffic impacts resulting from the large scale <br /> development occurring in the Lathrop Road area. A <br /> proportional share of the traffic impacts from each of the <br /> minor developments in the Lathrop area should be determined. <br /> This will enable cumulative impacts to be defined, from which <br /> appropriate mitigation may be recommended. <br /> Caltrans and San Joaquin County are in agreement that <br /> the current and potential development in this area will <br /> create the need for improvements at the Lathrop Road/I-5 <br /> interchange. In order to determine equitable funding for <br /> such improvements an accounting of the impacts and assessment <br /> for funding on a fair share basis should be arranged. <br /> An EIR and traffic analysis was prepared for the Lathrop <br /> area in 1987 . It is apparently outdated as Eagle Park #5 is <br /> beyond the scope of that document and is not included in the <br /> cumulative project listing. <br />
