As far as the issue of individual ponds <br /> versus a community ponds goes, we prefer community ponds. There is no way to <br /> insure that individual ponds will be maintained or perpetuated. Individual <br /> ponds will also have to take the street drainage and as a result, the lots <br /> themselves are low. There is a tendency for the houses to be built low and <br /> potentially subject to flooding. Board Order No. 76-4201 allows you the choice <br /> of individual or community ponds . Our recommendation is that you construct <br /> community ponds and form a County Service Area for their maintenance . <br /> If you choose to go with individual ponds, they shall be designed to contain a <br /> volume equal to two (2), ten ( 10) year storms as outlined in the 1973 Master <br /> Storm Drainage Study which was adopted by the Board of Supervisors . There shall <br /> be a five (5) foot minimum separation between the bottom of the ponds and the <br /> highest recorded ground water. The ponds shall be designed to percolate the <br /> volume from one (1) ten (10) year storm within ten (10) days. The document <br /> entitled "Percolation Test" shall be used unless your engineer provides a <br /> satisfactory alternative method to determine the percolation rates. <br /> The percolation tests shall be performed and certified by your engineer. It <br /> will not be necessary for us to observe these tests . We would, however, like to <br /> be notified when the tests will be performed so we will have the opportunity to <br /> observe if we wish. The number of the test holes and their location will be <br /> determined by your engineer. The design is his responsibility . There should be <br /> a sufficient number at random locations to insure that the results are <br /> representative for each total project site . The ponds will be sized according <br /> to the procedures outlined in the previous paragraph. The percolation rate will <br /> be used to verify that the ponds can percolate the one (1) ten (10) year storm <br /> volume in ten (10) days . <br />
