" CGRS <br /> 1.0 INTRODUCTION <br /> Change Oil Now is lube shop with a used oil tank for storing drained oils from cars. This inspection focuses on <br /> one (1) bulk fuel storage tank. Located at 720 E. Hammer Ln. Stockton, CA 95210, the facility's management is <br /> responsible for maintaining one(1) UL 142 aboveground storage tank(AST).The tank is approximately 30+/-years <br /> old. As no other inspection was provided, this inspection will serve as the most recent certification of the tank to <br /> meet integrity testing requirements outlined in the Code of Federal Regulations 40 CFR 112. The tank inspection <br /> was completed externally. <br /> 2.0 REGULATORY BACKGROUND <br /> In order to comply with the Code of Federal Regulations 40 CFR 112,the SPCC plan requirements, local Fire Code, <br /> and ensure ASTs Fit for Service, Advanced Geo retained CGRS of Sacramento, CA to perform one (1)SP001 tank <br /> inspection. The inspection shall follow inspection methods from the Steel Tank Institute (STI), SP-001 "Standard <br /> for the Inspection of Aboveground Storage Tanks"January 2018, 6th edition. <br /> The inspection process holds two purposes, the first is to meet regulatory requirements and avoid fines and <br /> penalties. The second is to observe operating conditions and suggest improvements to protect the AST owner from <br /> future spills, fire hazards, as well as suggested industry standards used to lower maintenance and improve oil <br /> handling. The areas where additional attention should be placed shall be highlighted as "Recommended" or <br /> "Required". <br /> 3.0 INSPECTION <br /> On August 18th, 2022, CGRS conducted an inspection of the tanks summarized in the following table, including <br /> AST design, housekeeping, containment and foundation, shell integrity, leaks, vents, piping, filling procedures, and <br /> liquid level meters and alarms.
