OBSERVATION: The designated operator failed to check and note the correct test dates for the monitoring system certification on the designated operator inspection reports.The listed date was 9/7/2021. The correct date for the complete monitoring system certification is 9/23/2021. REGULATION GUIDANCE: During the inspection, the designated operator shall check that all required testing and maintenance for the UST system have been completed and document the dates they were done. CORRECTIVE ACTION: Ensure that designated operators performing inspections at this facility are including all of the required information on the reports. This is a minor violation. 214 CCR 2712 Failure to comply with UST operating permit conditions. OBSERVATION: The 87-grade annular sensor was replaced on 7/7/2022 and no notification was provided to the EHD. REGULATION GUIDANCE: Emergency repairs relating to UST system monitoring and release detection may be performed by a properly licensed,trained, and certified contractor pursuant to the EHD's policy and a permit obtained within one business day from the EHD. All other repairs must have a permit submitted to and approved by the EHD prior to beginning work. CORRECTIVE ACTION: Immediately obtain a permit from the EHD for the 87 annular sensor.A"Failure to Obtain a Permit"penalty applies. This is a minor violation. 307 HSC 25290.1(c3), 25290.2(c3) Failure to keep water out of the secondary containment system (post-Jul 2003). OBSERVATION:Water was found in the 87 and diesel submersible turbine pump(STP)sumps and in the 87, 91 and diesel fill sumps. REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the system by precipitation, infiltration, or surface runoff. CORRECTIVE ACTION: The service technician removed approximately half of a cup of liquid from the 87 fill and STP sumps, diesel fill and STP sumps and the 91 fill sump and returned the sensor to its proper location. Immediately contact a properly licensed,trained, and certified contractor to address the water intrusion into the 87 and diesel STP and fill sumps as well as the 91 fill sump under permit and inspection of the EHD.
