1 Executive Summary <br />1.1 Objective of Tank Inspection <br />The objective of this purchase order (PO) was to conduct a formal tank inspection of one 12,000 - <br />gallon double -walled (DW) aboveground storage tank (AST) located at the Army and Air Force <br />Exchange Service (AAFES) West Coast Distribution Center, 700 E. Roth Road, Lathrop, California <br />(CA). The inspection was conducted in accordance with industry standard Steel Tank Institute (STI) <br />SP001, 6th Edition. The purpose of the inspection was to collect the necessary data on the AST, <br />identify deficiencies associated with the AST, obtain a picture of each deficiency if possible, and <br />compile the data into a formal inspection report. Work accomplished consisted of site investigations, <br />an interview with the tank manager, site photos, and measurements/location of the tank in relation to <br />surrounding buildings. This Final Report provides sufficient detail for the AST to be incorporated into <br />a future repair project. <br />1.2 Inspection Summary <br />On 4 November 2021, Tim Baba, from HDR Environmental, Operations, and Construction, Inc. <br />(HDR) visited the AAFES West Coast Distribution Center and met with Mr. William "Eddie" Young, <br />Facility Manager to conduct the AST inspection. Before conducting the inspection, Mr. Baba <br />discussed the inspection process, the data and pictures that would be gathered during the <br />inspection, and if there were any environmental issues currently being addressed that involved the <br />AST being inspected. The Facility Manager had no issues that needed to be addressed and <br />understood how the inspection process would be conducted. <br />There was one AST formally inspected and two others that were inspected for overall condition and <br />operation. General tank information, to include a site drawing, can be found under Attachment A. A <br />copy of the tank inspection checklist can be found under Attachment B. <br />2 Inspection Findings <br />2.1 Tank Repair Recommendations <br />The 12,000 -gallon AST is used to support vehicles associated with facility operations.
