Beard (Lane) Property <br />The investigation verified that the Cover and Drainage and Erosion Control is inadequate to meet <br />State Minimum Standards, due to areas of exposed waste, steepness of slope, and areas that are <br />generally flat which would prevent adequate drainage. The site is easily accessible through the <br />damaged fence lines along the railroad berm and between this property and the adjacent Delta <br />property. Additionally, the cable at the entrance can be easily breeched. Therefore the site fails to <br />meet Site Security standards. Gas and radiation readings did not exceed established thresholds <br />Results for metals testing, CAM 5 and CAM 17, per laboratory analysis are below CCR, Title 22 <br />hazardous waste threshold limitations. <br />Beard Property <br />The area where the waste was found on the Beard property has inadequate cover. This was noted <br />due to the exposed waste. The terrain was generally flat and is inadequate to meet grading <br />standards. The flatness of the terrain would generally prevent erosion. The area is unfenced along the eastern boundary and is <br />easily accessible, and therefore fails to meet site security standards. Gas and <br />radiation readings did not exceed established thresholds. The area is fenced and gated and <br />therefore meets Site Security standards. Results ftom4aboratory analysis indicate that STLC of <br />lead exceeds CCR. Title 22 hazardous waste threshold limitations. <br />Santa Fe Road Disposal Site <br />An evaluation of the Santa Fe Road Disposal Site (Snyder Sanitary Dump Site), when viewed as <br />an overall site, fmds that the site fails to meet Site Security, Cover, and Drainage and Erosion <br />control standards. Gas and radiation threshold limitations were not exceeded.
