Reported waste materials accepted and landfilled included concrete pieces, concrete <br />(asbestos containing) pipe, metal items, scrap lumber, wallboard, asphalt, and landscape <br />cuttings. A review of records provided indicated that batteries, tires, mattresses, garbage, <br />and automobiles had also been observed in the fill. Records also indicated 55 -gallon drums <br />and other containers have been buried on the property. In addition, reportedly, the owner <br />routinely burned waste on the property in the early 1990's and a fire occurred in the fill that <br />lasted approximately one month. <br />Based on the June 1998 site inspection, an estimated 20 tons of old abandoned farm <br />equipment and an estimated 200 cubic yards of concrete manholes and appliances had <br />been discard primarily along the northern and eastern sides of the property. A large <br />landscaping/wood waste pile measuring roughly 50'x 20'x 12' (approx. 450 yd3) had <br />accumulated in a central portion of the property. Landfill disposal activities reportedly <br />primarily occurred along the western side of the property against the BNSF railroad line. An <br />estimated 5,000 yd3 of miscellaneous trash reportedly was scattered over the surface of the <br />property. The estimated fill area was reported to be a triangular prism and roughly <br />measured 600'x 90'x 30' (approx, 30,000 yd3). <br />The following information regarding the Bill Land IDS was obtained from a document <br />entitled "Public Health Services San Joaquin County EHD," dated October 29, 1999. The <br />Bill Lane IDS has a street address of 23201 South Santa Fe Road. Information obtained in <br />this report indicated that the property had recently been used as a disposal site for <br />household solid waste as well as construction and demolition debris. Reportedly, the history <br />of the site indicated hazardous wastes had been disposed of at the site. Prior to 1960, the <br />site was operated as the SSDS. The site was closed in 1960 when the owner, Chester <br />Snyder was placed in jail for operating the dump in an unsanitary method. The site is a <br />certified CIA site in accordance with applicable portions of CCR Title 27. Recent dumping <br />was being conducted by the current landowner, Mr. Bill F. Lane. As indicated in the October <br />1999 EHD inspection form, recent dumping, excavation, and other dirt moving activities <br />were observed. It was determined that the observed waste accumulation violated disposal <br />and storage regulations and codes. <br />The following information was obtained from documents pertaining to the site: <br />October 1977, the EHD was informed of the issuance of a Cease and Desist letter mailed to <br />Bill Lane from the CDD. The letter cited violations being committed on the subject property. <br />November 2, 1977, the EHD confirmed the violations observed by CDD and indicated that <br />construction debris, asphalt, concrete, and lumber was being stored on the property. <br />November 1977 through December 1977, it was noted that construction debris was being <br />covered, and re -inspection of the subject property indicated compliance had been met on <br />all violations. The lot had been leveled and debris burned. <br />May 14, 1990, the EHD inspected the subject property and observed household garbage, <br />furniture, appliances, construction and demolition debris, carpeting and miscellaneous <br />material. <br />December 4, 1990, the EHD and the CDD performed an investigation. A large area of <br />landfilled wastes was found measuring approximately 145 feet by 600 feet, and <br />approximately 15 feet deep. Four loads of refuse were dumped at the bottom of the covered <br />fill. Metal, garden refuse, oil cans, pesticide cans, paper and concrete were exposed at the <br />rim of the landfilled area. <br />1-14 <br />
