3. Field Investigation
This section of the work plan provides information regarding procedures that will be used to
complete the field exploration activities.
3.1. Pre -Field Activities
The following summarizes project activities that will be performed prior to commencing the field
investigation.
3.1.1. Permits and Notifications
Prior to beginning fieldwork at the Santa Fe Road Disposal Sites, boring and trench permits may
be required. Prior to field mobilization, a Ninyo & Moore representative will contact Underground
Services Alert, to contact applicable companies to locate and mark subsurface public utilities.
Generally, these companies only mark utilities in public right of ways. CIWMB staff will obtain
the property owners and obtain permission to access the properties. They will also notify
appropriate regulatory agencies and provide them with the dates of the planned field
investigation.
3.1.2. Site Safety
On-site work will be subject to the procedures outlined in the site-specific health and safety plan
(SHSP) prepared by the CIWMB Health and Safety Section staff. The SHSP will provide
policies, information, requirements, and guidelines regarding procedures that will be followed by
personnel performing specific tasks at the site. The plan will be prepared in accordance with
Federal OSHA Hazardous Waste Operators and Emergency Response (HAZWOPPER)
Standard (29 CFR 1910.120) and Title 8 CCR Section 5192. Based on the previous site use
and the potential for hazardous wastes at some locations, CIWMB staff will provide a
designated health and safety officer (HSO).
Site workers will be required to read and sign the plan, acknowledging their familiarity with its
provisions, prior to commencing field activities. In addition, prior to beginning fieldwork at the
site, the HSO will conduct a tailgate meeting and discuss the key features of the SHSP.
Subcontractors associated with field activities will each be provided a copy of the SHSP, which
will be kept in their field vehicles and/or operating equipment.
3.1.3. Proposed Boring and Trench Excavations
CIWMB staff will be provided with an electronic copy of the site map indicating the locations of
the proposed boring and trench excavations. The locations will include northing and easting
coordinates. CIWMB and Ninyo & Moore staff will mark each proposed location in the field with
a stake and designated boring or trench identification. After completing the field investigation,
the actual locations of the excavated trenches and borings that may have been moved or
relocated based on geophysical findings and/or results of the investigation will be determined by
GPS.
3-19
