At the beginning of each survey, background radiation will be measured using each instrument <br />that will be used to conduct subsequent surveys. Background radiation will be measured on <br />relatively flat, open areas underlain by native soils or bedrock. The background radiation <br />reading will be recorded for each instrument, and used during waste/burn ash surveys for <br />comparison. <br />The sampling team will be responsible for conducting radiation surveys. Each survey will be <br />performed by slowly walking back and forth over the proposed or exposed work area with an <br />approved radiation survey instrument. If elevated radiation is detected prior to the start of work, <br />the "hot' area will be flagged in the field and excluded from the work zone. <br />In addition to field radiation surveys, each soil/waste sample will be scanned for radioactivity <br />using an approved survey instrument prior to being shipped to the laboratory. Under no <br />circumstance will a soil/waste sample be shipped if it contains elevated radiation. If a sample is <br />found to contain elevated radiation, it will be discarded back to the waste pile and its location <br />staked for future reference. <br />5.3. Site Action Levels <br />Radiation action levels for CIWMB sampling are set at three times background levels. If at any <br />time levels exceed three times background the sampling team will mark the location and vacate <br />the elevated area. <br />5.4. Radiation Detection Contingency Plan <br />The following section of the radiation plan identifies methods for handling incidences where the <br />action level has been exceeded. <br />A radioactive action level of three times the average background level has been established for <br />this project. In the event that radioactive materials exceeding the action level are detected at <br />the site, the following procedures are to be followed: <br />GENERALPLAN <br />1. If a radiation source is detected and the level exceeds 3x background but less <br />than 2-milliroentgen per hour (2 mR/hr) at one foot, the location should <br />be mark and vacated. Contact your supervisor or CIWMB Health and Safety <br />Department by the end of the business day. <br />2. If a radiation source is detected that exceeds 2 mR/hr at one foot but less then <br />10 mR/hr, the area shall be vacated and your supervisor or CIWMB Health and <br />Safety Department shall be notified within one hour. No further entry should be <br />allowed. <br />If radiation levels approach 100 mR/hr immediately vacate the area and notify <br />Department of Health Services, Radiological Health Branch through the Office <br />of Emergency Services 24-hour number: (800) 852-7550. All access to the <br />high-level radiation area shall be prohibited. <br />5-29 <br />
