The CIWMB would prefer to obtain your permission/authorization to complete the <br />investigation and avoid the litigation associated with obtaining an inspection warrant. <br />Any consultants and contractors that may be used by the CIWMB to assist in the investigation are <br />required to maintain liability insurance with a combined single line coverage of $1,000,000 per <br />occurrence. In addition, negligent acts by the State of California would give rise to a claim under the <br />California Tort Claims Act. We believe these measures provide adequate protection to you from our acts <br />during the investigation. <br />Two copies of a Property Access Authorization form and a stamped return envelope are enclosed. Please <br />sign and date one copy of the form and return it in the enclosed envelope by October 8, 2001.
