A complete three year bill of lading <br /> record for used filter recycling was not observed during the inspection. <br /> REGULATION GUIDANCE: <br /> Persons generating,transporting, or receiving used drained metal oil or fuel filters shall use a bill of lading to record <br /> the transfer of used filters. Bills of lading must indicate generator,transporter, and receiving company names, <br /> addresses,telephone numbers,the quantity and size of used filter containers transferred, and the date of transfer. <br /> A copy of each bill of lading must be kept on the premises of the generator,transporter, and receiving facility where <br /> the used filters were handled. Copies of bills of lading shall be kept for a period of three years. <br /> CORRECTIVE ACTION: Immediately obtain all missing bill of lading recycling records that can be found. Used, <br /> drained, metal filters not stored, handled and disposed of according to this section are regulated as hazardous <br /> waste. Provide a corrective action statement, bill of lading recycling records and supporting documentation to the <br /> San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> --------------------------------------------------- <br /> OBSERVATION: Containers of used metal oil or fuel filters out of compliance with the storage rules were observed <br /> on-site. One 55 gallons drum of drained used oil filer was found onsite with no labeling. It is unknown how long the <br /> container has been onsite. <br /> REGULATION GUIDANCE: <br /> Title 22 California Code of Regulations section 66266.130 Management of Used Oil Filters. <br /> California Health&Safety Code section 25250.22 Fuel Filters <br /> CORRECTIVE ACTION: Provide a corrective action statement, disposal records and supporting documentation to <br /> the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection. A complete amended <br /> report was finished today on 5/11/2022 and replaces the initial checklist.
