No hazardous levels of metals, <br />volatile organic constituents (VOCs), semivolatile organice constituents (SVOCs), heavy metals, or <br />any other tested constituent of concern were detected in samples collected from the subject parcels. <br />Based upon its investigation, the CIWMB concluded that the subject parcels maintained inadequate <br />cover and drainage and erosion control and failed to meet site security standards outlined in Title 27. <br />The CIWMB recommended that 1) above -ground surface wastes be disposed of at a permitted landfill, <br />2) buried wastes be consolidated, covered, and graded to meet State Minimum Standards of Cover, 3) <br />the site be properly secured by fence and gate to prevent access by unauthorized vehicles and persons, <br />and 4) additional testing be conducted as necessary during remediation and appropriate action taken <br />based upon laboratory results. <br />In a letter dated September 18, 2003, the California Regional Water Quality Control Board, Central <br />Valley Region (RWQCB) noted that the results of the investigation demonstrated that the wastes at the <br />site do not have hazardous waste characteristics. <br />11 "11AUL141105dy M I►; <br />This addendum presents a proposed work plan to address residual contamination on level portions of <br />Parcel 14. The western portion of the parcel, that portion sloped upward to the railroad tracks, will not <br />be disturbed at this time. Tentative plans for Site mitigation include excavating debris from certain <br />areas of this parcel for off-site disposal, removing any impacted surface soils, utilizing imported soil <br />as "make up" material, and providing adequate drainage/erosion control. <br />Excavate Surface and Buried Debris for Off -Site Disposal <br />Mr. Palomino will supervise the excavation and disposal of surface and buried wastes located <br />throughout most of the site. The excavation and removal of debris will be conducted concurrently <br />with the general grading of the site that will be conducted to provide adequate drainage and erosion <br />control. <br />Mr. Palomino will further investigate the presence and extent of debris previously identified by the <br />CIWMB in excavator trenches T27 (near the middle of the northern property boundary), T29 and T30 <br />(both of which are located near the middle of the eastern property boundary). Any discovered inert <br />debris will be removed to a permitted landfill. <br />A significant volume of mixed soil and debris is located in the westernmost third of Parcel 14 along <br />the western property boundary. As discussed with EHD, Mr. Palomino does not currently have the <br />funds to mitigate the buried waste in this portion of the site. Mr. Palomino proposes erect a fence to <br />limit access to that portion of the property pending future mitigation. In addition, Mr. Palomino will <br />implement weed abatement measures to reduce the fire hazard associated with the healthy native <br />vegetation that covers this portion of the site. <br />Bulk inert wastes, such as known construction debris, wheel rims, etc. will be visually characterized as <br />such and will be removed to a Class III landfill.
