(L&P) has prepared this addendum to the Workplan for Site Mitigation (Ground <br />Zero Analysis, Inc., September 22, 2004) at the request of Mr. Peter Palomino. This addendum <br />presents a proposed work plan to address residual contamination on level portions of Parcel 14, which <br />consists of approximately 10 acres and comprises the southernmost portion of the 26 acre property. <br />The Site is located just north of the town of Riverbank and the Stanislaus River, and has been <br />identified as 23023 S. Santa Fe Road, San Joaquin County, California. Figure 1 shows the location of <br />the site. The property consist of a square shaped parcel that totals approximately 10 acres of land <br />(APN 249-060-14). The parcel has varying topography, being relatively flat in the easternmost 2/3 of <br />the site and sloping upward toward the railroad that runs parallel to the western property boundary. <br />Shallow groundwater beneath the Site reportedly lies at a depth of approximately 28-30 feet below <br />ground surface (bgs) and flows generally south, based upon information obtained from a nearby UST <br />site. It is our understanding that the Site is currently designated for general agricultural use. It is Mr. <br />Palomino's intent to continue with this designated use. <br />The Site was previously part of a Closed, Illegal, and Abandoned (CIA) landfill identified by the <br />California Integrated Waste Management Board (CIWMB) as the Snyder Sanitary Dump Site. An <br />April 2003 report entitled Site Investigation, Santa Fe Road Disposal Site, County of San Joaquin, <br />Final Report, summarized a site investigation conducted by the CIWMB. The objective of the <br />CIWMB investigation was to 1) verify current ownership of all parcels previously operated as the <br />Snyder Landfill, 2) to determine the horizontal and vertical extent of the waste, 3) to characterize the <br />waste via sampling and laboratory analyses, and 4) to determine the condition of the site with regard <br />to applicable California Code of Regulation, Title 27 for site security, cover, and drainage and erosion <br />control. The investigation consisted of excavating numerous trenches on several adjoining parcels of <br />land, characterizing the soil and debris encountered in the excavations, monitoring the air for potential <br />
