Management Board (CIWMB); Mike Huggins, Robert McClellon, and Steve <br /> Mindt of EHD. The meeting was held to discuss the status of the site. <br /> 10/13/98—Forwarded inspection reports to Tom Walker of the CI B. <br /> 11/06/98 —Received letter from Alan Coons, Attorney for Cal State Mortgage. The letter <br /> documented a telephone conversation between Alan Coons and Dee Anne <br /> Watkins. The letter indicated that Cal State Mortgage would not complete any <br /> of the requested items (surveying lot or removing solid waste and debris). <br /> The letter argued that all of the requests and concerns over the site being used <br /> as a recent dump were not necessary. <br /> 12/30/98 —An EHD letter dated 12/30/98 was mailed to Alan Coons, Attorney for Cal <br /> State Mortgage. The letter directed Cal State Mortgage to identify an <br /> property lines and requested a joint inspection to identify all solid waste to be <br /> removed from the surface of the ground. The letter indicated that further <br /> investigation would be conducted to determine the extent of the burial of solid <br /> waste on the property. <br /> 02/08/99—Steve Mindt was onsite for follow-up inspection. No compliance noted. <br /> 02/10/99 — Steve Mindt mailed letter dated 2/10/99 to Alan Coons. The letter addressed <br /> comments that were made by Mr. Coons in the letter sent to Dee Anne <br /> Watkins. The letter requested that Cal State Mortgage supply the EHD with a <br /> workplan to clean up the property. The letter re-stated the directives of the <br /> letter from EHD dated 12/30/98. <br /> 05/10/99 — Letter to Alan Coons from Mike Huggins indicating that EHD must receive a <br /> workplan from Cal State Mortgage within 30 days or a Notice and Order will <br /> be issued. <br /> 11/05/99—Meeting with Dee Anne Watkins of San Joaquin County Counsel to determine <br /> how to proceed with further enforcement action. <br /> 11/08/99—Conducted an annual routine inspection to determine site status. Three <br /> violations were cited. The violations were noted in the following areas: Site <br /> Security, Site Maintenance, and Litter Control. <br /> 04/10/00—The EHD issued Notice and Order 00-01. The Notice and Order cited the <br /> property for accumulation of solid waste, for being a public nuisance, lack of <br /> litter control, illegal disposal on premises, containers required and lack of <br /> disposal area permit for the site. <br /> 05/18/00—The EHD received a letter from the Kirk Law Firm. The letter explained the <br /> situation under which the property was acquired by Delta Funding and some <br /> of the recent changes within Delta Funding.
