Santa Fe Avenue, Riverbank <br />Natalia, <br />As we discussed, I am transmitting this email to provide a brief update on site activities <br />at the request of Peter Palomino. <br />1. Previous drilling investigation (5 borings over parcels 13 and 14) determined that soil <br />and groundwater downgradient from disposal pits had not been adversely impacted from <br />illegal dumping (see report dated August 25, 2004). <br />2. Since that time, many cubic yards of soil and waste have been excavated from Parcel 14, <br />sorted, and inert waste transported to appropriate licensed landfill(s) for dispsal. The <br />remaining soil was characterized through soil sampling. Some soil was removed to <br />ChemWaste's Kettleman Hills landfill for disposal and some soil remains on-site awaiting <br />disposal. <br />3. Activities are temporarily suspended pending Mr. Palomino?s recovery from surgery. <br />4. One load of hazardous material was disposed at Kettleman landfill as you witnessed on <br />October 16, 2008. Future loads will be scheduled once Mr. Palomino is physically able. <br />5. Lee & Pierce contacted the Regional Board to request a review of Austin Road Landfill?s <br />Evaportranspiration (ET) Cover, and any other similar ET Covers and to discuss Regional <br />Board criteria for an appropriate cover over the approximately 2 acres on the northern tip <br />of the property. The Regional Board was undergoing staff reassignment. Steve Rosenbaum of <br />the Board was going to assign staff and have them contact me but I have yet to hear back. <br />I will try again soon. <br />6. Parcel 13 activities are currently on hold (previously referred to as Lynch IDS <br />Property). The parcel was included in the original Site Mitigation Workplans (July 1, <br />2004 and September 22, 2004) but to date activities have focused solely on Parcel 14, with <br />the exception of the intial soil boring/hydropunch investigation. Mitigation activities on <br />Parcel 13 will be conducted as funds become available. <br />Please feel free to call me if you have any questions regarding this submittal. <br />Thank you, <br />John P.
