Other requirements <br /> may also apply . These requirements cannot be modified . <br /> A. An application for Waste Discharge Requirements must be submitted to the Central <br /> Valley Regional Water Quality Control Board prior to development (California Water <br /> Code , Article 4 , Section 13260) . <br /> B. Submit a Small Public Water System preliminary technical report to the California State <br /> Water Resources Control Board , Division of Drinking Water (Water Board ) prior to <br /> issuance of building permits and at least six months before initiating construction of any <br /> water related improvement , as defined . The issuance of a permit to operate a small public <br /> water system by the local primacy agency , EHD , is prohibited without the concurrence of <br /> the Water Board . Before medical waste can be generated or stored on site , the generator shall notify the <br /> EHD and comply with the regulatory requirements underthe Medical Waste Management <br /> Act , and obtain permit from the EHD if 200 pounds or more per month of medical waste <br /> is generated ( Health and Safety Code HSC117890) . Before any hazardous materials/waste can be stored or used onsite , the owner/operator <br /> must report the use or storage of these hazardous materials to the California <br /> Environmental Reporting System (CERS) at cers . calepa . ca , gov/ and comply with the <br /> laws and regulations for the programs listed below (based on quantity of hazardous <br /> material in some cases) .
