Box 1500 <br /> French Camp, CA 95231 <br /> NOTICE OF VIOLATION AND WATER CODE SECTION 13267 REQUEST FOR REPORT, <br /> FRENCH CAMP GOLF AND RV PARK, SAN JOAQUIN COUNTY <br /> This letter provides notice of serious violations of the effluent limitations from the French Camp Golf <br /> and RV Park wastewater treatment plant. The Waste Discharge Requirements of Order 95-054 contains <br /> effluent limitations for total coliform organisms of 2.2 MPN/l00 ml as a weekly median and <br /> 23 MPN/100 ml as a daily maximum. Regional Board staff review of the self-monitoring reports <br /> submitted since March 2003 indicated 28 violations of total coliform limitations. These are serious <br /> violations of Order 95-054 and present a significant threat to public health. <br /> French Camp Golf and RV Park staff reported failure of the ozone disinfection unit on 24 March 2003. <br /> Regional Board staff issued a California Water Code Section 13267 request for report on 25 March 2003 <br /> requesting a description of the failure, the actions taken to assure continued disinfection, a schedule for <br /> repair, and the submission of all coliform data available. Park staff provided a report on 3 April 2003 <br /> that explained the nature of the failure, proposed the use of chlorine for disinfection until repairs were <br /> completed by 14 April 2003, and agreed to conduct weekly monitoring for coliform. Since March 2003, <br /> there have been 28 violations of total coliform organisms limitations most of which had coliform levels <br /> reported at greater than 2400 MPN/100 ml. <br /> The treatment plant discharges to the golf course pond system. The ponds provide the water supply for <br /> the spray irrigation of the course. Public and employee contact with the wastewater can occur from <br /> contact with the course ponds, the irrigated grounds, and the sprinkler over-spray adjacent to the RV <br /> park. The coliform effluent limitations are required to protect public health. Exceedance of these <br /> limitations presents a significant threat to public health. The inadequately disinfected effluent meets the <br /> definition of a"nuisance"under Section 13050 of the Porter-Cologne Water Quality Control Act. <br /> In addition to the coliform violations, the following additional violations need to be corrected: <br /> 1. Discharge Specifications No. C.2 states: "Direct or windblown spray shall be confined to <br /> the designated reclamation area and prevented from entering a dwelling,food handling <br /> facility, or a place where the public may be present and shall not contact and drinking water <br /> California Environmental Protection Agency <br /> Ca Recycled Paper <br /> The energy challenge facing California is real.
