Ward, Assistant Director, Public Works Department <br />Subject: Application U-73-9 <br />Resource Recovery Center and a Class 11-1 Disposal Site <br />The Emcon Associates. Report conforms to the recommendations <br />of the Stone Report which states that disposal sites be located near <br />the centroid of population to provide for economic operation. It <br />also indicates provisions for a very large scale recovery operation, <br />which are in line with State and Federal viewpoints for good solid <br />waste management and conservation of natural resources. <br />However, this pilot project for large scale recovery operations <br />in the County is not fully described in the report. Additional in- <br />formation should be presented on the sequence of the recovery of <br />materials in the disposal operations. <br />Reference is made to an enclosed structure for materials <br />to be segregated in; however, the paragraphs dealing with disposal <br />operations do not relate to this structure. <br />Public and commercial vehicle traffic are routed directly <br />to dumping areas situated to permit spreading and compacting with no <br />mention of the recovery operation. <br />The geologic evaluation in the report indicates that underl <br />ground water resources would not be effected by. the proposed use of <br />the area as a sanitary landfill site. i <br />Additional information should be presented on the two exist- <br />ing wells located on the property as to depth, condition and capacity <br />to provide for fire pr6'tection. <br />
