CHARLES B. WONG
DIRECTOR OF PUBLIC WORKS
TELEPHONE
AREA CODE 209
P. r Box
1010 E, HAZELTON AVE.
DEPARTMENT OF PUBLIC WORKS
STOCKTON. CALIFORNIA 95201
August 1, 1972
To: Robert Hunter, Planning Director
From: W. J. Ward, Assistant Director, Public Works Department
Subject: Application U-73-9
Resource Recovery Center and a Class 11-1 Disposal Site
The Emcon Associates. Report conforms to the recommendations
of the Stone Report which states that disposal sites be located near
the centroid of population to provide for economic operation. It
also indicates provisions for a very large scale recovery operation,
which are in line with State and Federal viewpoints for good solid
waste management and conservation of natural resources.
However, this pilot project for large scale recovery operations
in the County is not fully described in the report. Additional in-
formation should be presented on the sequence of the recovery of
materials in the disposal operations.
Reference is made to an enclosed structure for materials
to be segregated in; however, the paragraphs dealing with disposal
operations do not relate to this structure.
Public and commercial vehicle traffic are routed directly
to dumping areas situated to permit spreading and compacting with no
mention of the recovery operation.
The geologic evaluation in the report indicates that underl
ground water resources would not be effected by. the proposed use of
the area as a sanitary landfill site. i
Additional information should be presented on the two exist-
ing wells located on the property as to depth, condition and capacity
to provide for fire pr6'tection.
