The following points were made in favor of
the application: The operators are very well experienced in
recovery and recycling of paper products; the operation can be
described as recovery of all natural and man-made resources; the
applicant presented a schematic ring of the proposed buildings;
the resource recovery building will be 75' x 1001 ; systems for
recovering material will be housed inside the building; none of
the work will be done on the outside; what little refuse that
cannot be recoveret will be disposed of at the disposal site at
the far end of the property; the property is in the flight pattern
of the Stockton Airport and the height limits of the building
will be in keeping with County ordinances; the land is of very
little use; will meet the requirements of all regulatory agencies
involved.; Mr. McCullough reported on the waste management and
environmental control as contained in the report on file; he
said that drill samples were made; he commented on the water level,
water pressure, protection of the underground water basin, the
study made by the Corps of Engineers, Farmington ]Project; the
property will be protected against a flood of record or a 100-year
flood by an embankment and setback zone; this is an extremely
suitable site for this land use. The material to be recycled
will be mostly material from demolished buildings and paper
from paper companies, although,. the system would be able to
process any kind of waste; there is a demand for this type of
operation in the County. .•`rs.
