PROPONENTS : The following persons spoke in favor of this proposal; <br /> Attorney Joseph Michaels, representing Forward, Inc. ; Mr. Jack <br /> McCullough, representing Emcon & Assoc. ; Barbara Schwartz, repre- <br /> senting the League of Women Voters; Martha Mosher, representing <br /> Ecology Coalition. The following points were made in favor of <br /> the application: The operators are very well experienced in <br /> recovery and recycling of paper products; the operation can be <br /> described as recovery of all natural and man-made resources; the <br /> applicant presented a schematic ring of the proposed buildings; <br /> the resource recovery building will be 75' x 1001 ; systems for <br /> recovering material will be housed inside the building; none of <br /> the work will be done on the outside; what little refuse that <br /> cannot be recoveret will be disposed of at the disposal site at <br /> the far end of the property; the property is in the flight pattern <br /> of the Stockton Airport and the height limits of the building <br /> will be in keeping with County ordinances; the land is of very <br /> little use; will meet the requirements of all regulatory agencies <br /> involved.; Mr. McCullough reported on the waste management and <br /> environmental control as contained in the report on file; he <br /> said that drill samples were made; he commented on the water level, <br /> water pressure, protection of the underground water basin, the <br /> study made by the Corps of Engineers, Farmington ]Project; the <br /> property will be protected against a flood of record or a 100-year <br /> flood by an embankment and setback zone; this is an extremely <br /> suitable site for this land use. The material to be recycled <br /> will be mostly material from demolished buildings and paper <br /> from paper companies, although,. the system would be able to <br /> process any kind of waste; there is a demand for this type of <br /> operation in the County. .•`rs. Schwartz, League of Women Voters, <br /> as in support of efforts of private groups to recycle materials <br /> if it meets requirements of zoning agencies. Mrs. Mosher, of <br /> Ecology Coalition, stated that this would be an important step <br /> toward reaching an ecologically 1 ce environment for this <br /> community. <br />
