Gaar <br /> Gentlemen: <br /> The San Joaquin Farm Bureau Federation has been and is <br /> opposed to any premature development of agricultural soils <br /> in San Joaquin County. <br /> The area proposed for a disposal site, although not <br /> considered top prime land by the Storie ratings , has become <br /> a high producing area because o ,improved crop varieties <br /> and cultural practices. <br /> We recognize that as now development takes place, it <br /> necessarily comes at the expense of agricultural lands and <br /> Open Space. However, it is our belief that every effort <br /> should be made to direct such development toward our least <br /> productive lands. <br /> If it is determined by this Board that additional dis- <br /> posal sites are required for San Joaquin County, then it <br /> would be our hope that conditions and restrictions would be <br /> part of the development plan insuring a clean operation with <br /> protection. to the surrounding neighborhood. Strict enforce- <br /> ment proceodures should be established with ability to with- <br /> draw a permit in the 'event of failure to control pollution <br /> of air, soil and water. <br /> Because of the proposed site' s proximity to Little John <br /> Creek, irrigation and domestic wells , there is a concern for <br /> possible contamination of water supplies. We are also con- <br /> corned about the problem of increased littering from blowing <br /> papers and roadside dumping when the disposal site is closed. <br /> As stated above, we are opposed to the intrusion of <br /> agricultural lands in the Austin-Arch Road area and feel that <br /> agriculture is the highest and best use for the area. <br />
