- 14 ~ <br /> -- <br /> Until some of these more sophisticated techniques are perfected, <br /> solid waste processing and disposal in the Greater San Francisco Bay <br /> Region will most likely involve a combination of direct recycling, <br /> or the removal from the wastes stream of certain recoverable and <br /> marketable items, e.g. , rags, glass, ferrous metals" non-ferrous <br /> metals, paper and possibly wood chips, and the disposal of the non- <br /> recoverable portion of the solid wastes in properly engineered, <br /> controlled and monitored sanitary landfills. <br /> D. THE RELATIONSHIP BETWEEN LOCAL SHORT-TERM USES OF MAN'S ENVIRONMENT <br /> AND THE MAINTENANCE AND ENHANCEMENT OF LONG-TERM PRODUCTIVITY <br /> The proposed project will provide an environmentally sound resource <br /> racovery and waste disposal facility. It presents an opportunity for <br /> increased recycling efforts and provides a well planned, controlled <br /> disposal site for unnacycleable wastes. <br /> A monitoring program will be developed to provide long-term <br /> surveillance of the disposal site environment. Observation wells of <br /> various diameters and depths will be installed in the 50-foot wide <br /> buffer zona to be provided around the perimeter of the site (Ref. l , <br /> Plata 8) . Should lateral migration of pollutants be detected in the <br /> walls, this buffer zone provides the space and needed time lag for <br /> installation of engineered systems to prevent escape of pollutants <br /> beyond the site boundaries. <br /> The location of the site within the Stockton Airport flight path <br /> limits the uses that would be permitted on the site. The proposed <br /> . <br /> proJect presents a use compatible with this limitation. <br /> When the filling operation has been completed, the site can be <br /> returned to its present agricultural use, be developed for open space <br /> recreational use, or with adequate site preparation, can be used as a <br /> limited building site. <br /> E. IRREVERSIBLE ENVIRONMENTAL CHANGES WHICH WOULD BE INVOLVED IN THE PROPOSED <br /> ACTION SHOULD IT BE IMPLEMENTED <br /> ~� The planned development of the site as a sanitary landfill will <br /> raise the land elevation above the adjacent properties. Once filled, <br /> should it be desired to return the site to original surface elevatYons <br /> " <br /> the cost of excavating and transporting refuse from the site and the <br /> difficulty of locating an acceptable alternative disposal site would <br /> make substantial lower/ng of the land elevations prohibitive.
