Changes in disposal <br /> site location should be scheduled so that waste removal servicers are not <br /> unreasonably constrained, and adequate sanitation levels may be maintained r <br /> in the city. If necessary, the disposal operation could be maintained <br /> above the existing ground level as a Class I1-2 disposal site. This would <br /> provide time for the planning, design and adoption of a suitable system <br /> to replace the existing one for the removal and disposal of refuse from <br /> this large metropolitan area. <br /> Donald R.
