The Environmental Health Department did not <br />receive a returned signed copy of the site access form for the <br />subject property (See Attachment GG). <br />qq. On August 31, 2001 Rodney Estrada an employee of <br />the Environmental Health Department conducted a routine <br />inspection at the subject property. The site was issued two <br />violations of Title 27 California Code of Regulations Section <br />20530 - site security and Section 20650 - grading of fill <br />surfaces. The corrections were to be completed by September 30, <br />2001(See Attachment HH). <br />rr. On November 8, 2001 Rodney Estrada an employee of <br />the Environmental Health Department conducted a re -inspection of <br />the subject property and the site was issued the two repeat <br />violations noted on August 31, 2001 (See Attachment II). <br />SS. On November 21, 2001 the Environmental Health <br />Department sent Bruce Beard a Notice of Office Hearing Letter <br />(See Attachment JJ). <br />tt. On December 19, 2001 an Administrative Office <br />Hearing was conducted by the Environmental Health Department. <br />The following people were present at the meeting Rodney Beard <br />representing the property owner, Rodney Estrada, Mike Huggins, <br />Robert McClellon of the Environmental Health Department. Robert <br />McClellon asked Mr. Beard several times for site access to <br />conduct a Phase II investigation during the meeting.
