One small container was labeled "Easy Off Oven <br /> 4 <br /> Cleaner" , one can labeled "WD :40" , and three of the .small <br /> 5 <br /> containers were labeled "Chain Lube" . <br /> 6 <br /> Also observed on - the north side of the property <br /> 7 <br /> approximately 25 feet from the interior driveway was a 55 <br /> 8 <br /> gallon size metal container. This container dull blue <br /> 9 <br /> painted, had a black liquid residue covering the outside of <br /> 10 <br /> the barrel and the dirt area immediately adjacent to the <br /> 11 <br /> barrel was marked with heavy black wet markings . The black <br /> 12 <br /> liquid substance appeared similar to used motor oil . An <br /> 13 <br /> 14 inspection of this barrel in the presence of Mr. Trey revealed <br /> the barrel to be standing upside down with the two openings <br /> 15 <br /> facing the ground. Tipping the barrel, I discovered it to be <br /> 16 <br /> 17 empty. Further inspection of the area revealed the area <br /> 18 adjacent to the spill to be contaminated from this spill and <br /> 19 that a tractor scoop load of dirt had been spread over the <br /> 20 majority of the spill area. <br /> 21 I took three polaroid photographs of the area of the new <br /> 22 dumping and five polaroid photographs of the area of the <br /> 23 possible oil Spill . <br /> 24 <br /> 25 <br /> 26 <br /> 27 <br /> 28 <br />
