A NJ O A Q U l N Environmental Health Department <br /> COUNTY— <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Regional Transportation Center 2849 E Myrtle St, Stockton September 06, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 305 HSC 25290.1,25290.2, 25291 Failed to maintain secondary containment(e.g.failure of secondary containment <br /> testing). <br /> OBSERVATION:A small pool of brine was found in the 87 fill sump indicating a leak in the secondary containment. <br /> REGULATION GUIDANCE: Secondary containment shall be impervious to the liquid and vapor of the substance <br /> contained and constructed to prevent structural weakening as a result of contact with any hazardous substances <br /> released from the primary containment. <br /> CORRECTIVE ACTION: Immediately contact a properly licensed,trained, and certified contractor to make repairs <br /> to the UST system under permit and inspection of the EHD. <br /> This is a repeat violation, Class II. <br /> 317 CCR 2636(f)(2) Failure of the line leak detector to detect a 3.0 gph leak at 10 psi and restrict or shut off flow. <br /> OBSERVATION: The Q2 diesel line leak detector for the indoor bus fueling using the unburied overhead piping <br /> failed to detect a leak when tested. <br /> REGULATION GUIDANCE:All line leak detectors shall be capable of detecting a 3-gallon per hour leak at 10 psi. <br /> CORRECTIVE ACTION: Immediately have a properly licensed,trained, and certified contractor repair or replace the <br /> failed leak detector(LG 113-x listed, if applicable)and obtain a permit within one business day from the EHD, if <br /> needed. If the failed leak detector can't be replaced immediately,there is a possibility that the diesel UST system <br /> may be red tagged to prevent fuel inputs. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection (9/6/2022). A complete <br /> report was finished on 9/9/2022 after the paperwork inspection and replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, within 30 days of receiving the complete inspection report- by 10/9/2022. <br /> Documents provided during the inspection: list of free CUPA classes, blank 2018 UST Response Plan, UST <br /> Service Request Guidance, Return to Compliance Certification and Corrective Action Form <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($156).
