Hazelton Avenue <br /> Stockton, CA 95205 <br /> Attention: Stephanie Stowers; Senior Planner <br /> Subject: Planning Level Will Serve Letter for Water, Wastewater and Storm Drainage Service <br /> for: Lakeview Plaza; APN 241-540-014; 3789 Woodward Ave. Manteca, CA <br /> Owner: Lakeview Shores, Inc. <br /> Dear Ms. Stowers: <br /> This letter addresses the willingness of the Oakwood Lake Water District ("District")to provide <br /> water, wastewater and storm drainage services to the proposed Lakewood Plaza commercial <br /> development project (The "Project") located at 3789 Woodward Ave. (the "Property") both <br /> described herein and as shown on Attachment A <br /> Property/Owner/Applicant <br /> The District understands that the Project will be developed on Assessor's Parcel Number 241- <br /> 540-014 ("Property"). The owner of the Property is Lakewood Shores, Inc. which has requested <br /> that the District issue this will serve letter. This will serve letter is in response to that request and <br /> was approved by the District's Board of Directors on July 26, 2022. <br /> Project Description and District Understanding <br /> The District understands that the Owner is proposing to develop 1.65 acres of currently vacant <br /> land at 3789 Woodward. Ave. The Project entails commercial food service and retail use <br /> consisting of approximately 9,300 square feet. The District understands that County approval for <br /> a Site Improvement Plan is required. This will-serve letter is based on these understandings. <br /> Existing Easements and.Agreements <br /> The Property is entirely within the District's boundaries. The District currently holds a blanket <br /> utility easement over the entirety of the Property and specific utility easements over a portion of <br /> the Property. There currently exists District infrastructure across the Property. The blanket <br /> easement will need to be quit claimed to the Owner and the existing infrastructure may need to <br /> be relocated based on terms and conditions that the District will later develop once more details <br /> about the Project become known. <br /> The District has entered into an agreement with the City of Manteca related to wastewater <br /> service within the District's boundaries. That agreement will need to be amended to allow <br /> commercial development on this Property. Thus, this will serve letter is conditioned upon <br /> Manteca approval of commercial development on the Property. <br /> Potable Water Service <br />
