6. <br /> General Order#089-164 <br /> 3. Prisoners shall not be restrained as punishment for non-cooperation,prior violence <br /> or prior anti-social behavior. <br /> 4. When a prisoner is restrained,the restraints shall be applied in a humane manner, so <br /> as to prevent unnecessary injury or humiliation. <br /> X. Citation Release, Release Pursuant to 849(b)(2) <br /> 1. The Booking Officer shall release any arrestee who qualifies for release pursuant to <br /> Penal Code Sections 849(b)(2)and 853.6. <br /> Y. Jail Checks <br /> 1. The Watch Commander will make intermittent checks of the jail facility whenever <br /> there is an inmate in the jail facility. <br /> 2. The checks will occur no less frequently than every two (2) hours whenever there is <br /> an inmate in the jail facility. <br /> a. These checks will include, but are not limited to, the number and status of the <br /> prisoners, status and condition of the cells,proper classification and housing of <br /> the prisoners. <br /> 3. The Watch Commander will note the time of each jail check on the Watch <br /> Commander's Daily Log. <br /> Z. Emergency Procedures <br /> 1. Fire Suppression. See General Order#087-095. <br /> 2. Escape, disturbances,taking of hostages. <br /> a. In the event of an escape from the Manteca City Jail,the Watch Commander <br /> will insure that the Chief of Police, Patrol Commander and Services Commander <br /> are notified. An immediate search of the area will be conducted. All sworn <br /> personnel will assist in the search for the escapee. <br /> b. If any hostages are taken, the Watch Commander will take whatever action is <br /> necessary to immediately contain the hostage(s) and hostage taker(s). <br /> 1. The Chief of Police, Patrol Commander, Services Commander and SERT <br /> Team Commander will be notified. <br /> 2. A hostage negotiator will be notified and requested to respond. <br /> 3. Any prisoners not involved in the hostage taking will be transferred to the <br /> San Joaquin County Jail as soon as is practical. <br /> 3. In the event of any civil disturbance which threatens the security of the Manteca City <br /> Jail all prisoners will be transferred to the San Joaquin County Jail. <br /> 4. In the event of a natural disaster, including but not limited to earthquakes, flood, or <br /> windstorm which damages or threatens the integrity of the Manteca City Jail, all <br /> prisoners will be transferred to the San Joaquin County Jail. <br />
