SAN JOAQUIN COUNTY
Public Health Services
Healthy Future
.......................................................................................................... .
P.O.Box 2009•16oi East Hazelton Ave.•Stockton,CA 95201.-2009
phone(209)468.3411•fax(209)468.382;1.•www.sjcphs.org
July 1, 2009
 60028 j
Lieutenant Charles Goeken
City of Manteca Police Department
J
1001 W. Center Street
Manteca, CA 95336
Dear Lieutenant Goeken:
As required by Section 101045 of the California Health and Safety Code, the county
Health Officer must investigate health and sanitary conditions in all local jails and
holding facilities at least annually. The annual inspection of your facility is currently
being scheduled for the fall of this year. In past years the San Joaquin Environmental
Health Department mainly conducted the required inspection of your facility. This year
we will be starting a new process to include additional team members with more
expertise in the nutritional and medical/mental health requirements to conduct the
inspection. We will also be conducting a more thorough review of your facility's written
policies and protocols that address the requirements found in the Minimum Standards for
Local Detention Facilities (California Code of Regulations, Title 15 and Title 24).
Enclosed are copies of the checklists that will be used during the inspection to evaluate
your facility's compliance with these standards. Please read through these checklists in
advance. We will be requesting to review your facility's written policies and protocols in
each of the required areas as noted on these checklists. To ensure the inspection goes
smoothly, please ensure you have up-to-date written policies and procedures available for
use on site at the time of the inspection.
If you need further information on any of the regulations, please visit
www.cdcr.ca.gov/Divisions /Boards/CSA/FSO/Health Inspection Checklists.html.
We will contact you in the next few months with the date of our visit. If you require any
further information in the meantime, please contact Gale Heinrich at (209) 953-3698.
Sincerely,
Karen Furst, MD, MPH
Health Officer
A Division of San Joaquin County Health Care Services
