Hazardous Waste Contingency Plan The Home Depot Store#1022 3 Organization, Responsibilities, and Duties 3.1 Emergency Coordinators The Emergency Coordinator for the Store is responsible for directing response to any store emergency, and for communicating reportable hazardous waste incidents to the appropriate officials. The Emergency Coordinator will contact Verisk 3E and Verisk 3E will inform appropriate agencies and clean-up contractors. Table 3-1 lists the names, addresses, and phone numbers (business and cell)of associates qualified to act as the Emergency Coordinator. The Emergency Coordinator is always on-site or on-call to manage emergency response measures in the event of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous waste constituents. The Emergency Coordinator has the authority to commit the resources necessary to carry out the contingency plan. Emergency Coordinator duties include: • Conducting or overseeing weekly inspections of the HHM CSA, the Satellite Accumulation Areas, and the emergency equipment; • Overseeing response to spills, fires, or explosions involving hazardous waste as necessary to protect life, property, and the environment; • Identifying the character, exact source, amount, and extent of any released material(s); • Assessing possible hazards to human health or the environment that may result from the release, fire, or explosion; • Providing appropriate internal and external notifications; • Providing material information to responding firefighting crews and coordinating the activities of support agencies, including any response contractor providing emergency support services; • Taking reasonable measures necessary (e.g., monitoring for leaks, removing any hazardous conditions, etc.) during an emergency to ensure that fire, explosion, and additional releases do not occur or reoccur; • Evacuating Store associates if necessary; and • Conducting follow-up actions, restoring emergency response equipment, and filing required written reports regarding Store clean-up. The Emergency Coordinator may delegate any response steps necessary to respond to an emergency situation. Emergency Coordinators are trained according to Store policies and procedures, as well as the Resource Conservation and Recovery Act (RCRA) and the Department of Transportation (DOT) hazardous materials regulations. www.arcadis.com 4
