Closure Plan for Treatment Unit at Qualex, Manteca <br /> Qualex will within 90 days of treating the final waste initiate this closure plan, completing <br /> the plan within 180 days. <br /> 1. Qualex will power-wash the floor around the treatment area, and rinse all tanks which <br /> were used to hold hazardous wastes. All rinsate will be collected and treated in the <br /> TMT chemical precipitation system before discharge to the sewer, or sent to Drew <br /> Resources in Berkeley for treatment. <br /> 2. Maximum capacity of untreated waste is 8,500 gallons. Rinsate generated would be <br /> approximately 6,000 gallons. Drew charges Qualex $2.00 per gallon for hauling and <br /> treatment of silver-bearing wastes. <br /> 3. The electrolytic cells will be transfered to another Qualex facility, or removed and <br /> disposed of by Drew for$900. <br /> 4. The TMT chemical precipitation system will be transferred to another Qualex facility, <br /> or removed and disposed of by ECS Refining in Santa Clara for$300. <br /> 5. 800 linear feet of PVC piping which may be contaminated with silver will be removed <br /> and disposed of by ECS Refining for $1,600. <br /> 6. Analytic samples will be taken by drilling into the concrete floor in three places <br /> adjacent to the treatment unit, and taken to a state-certified analytic lab for analysis <br /> for silver. Cost will not exceed $1000. <br /> 7. Qualex will notify the Department and any other agencies which have jurisdiction <br /> over closure at least 15 days prior to completion of the closure. <br /> 8. Upon completion of closure, a certificate signed by the Operations Manager and a <br /> professional engineer registered in California, stating that the closure plan meets or <br /> exceeds the applicable requirements of the Department will be provided to the <br /> Department. <br /> 9. It is anticipated that this closure will commence in the year 2053. to <br /> C <br /> 10. Qualex will notify the Department in writing if this closure is tmended,_60- s <br /> prior to any expected change in operation, or in the year of oure r no later than 60 <br /> days after an unexpected event which has affected the closure plan; no later than 30 <br /> days after an unexpected event during partial or final closure. <br />
