JACOBSWell Decommissioning Work Plan <br /> 1.4 Document Organization <br /> This Work Plan is organized as follows: <br /> • Section 1 —Introduction and Background: This section contains an introduction to the Work Plan, <br /> its objectives, Site background information, well details, and document organization. <br /> • Section 2—Pre-Field Activities: This section describes activities to be conducted prior to the start of <br /> well decommissioning activities. <br /> • Section 3—Field Activities: This section describes well decommissioning, equipment <br /> decontamination,waste handling, and field procedures. <br /> • Section 4—Reporting: This section describes the reporting to be conducted. <br /> • Section 5—Sustainability: This section identifies sustainability practices to be implemented during <br /> the monitoring well decommissioning activities. <br /> • Section 6—Works Cited: This section provides details of the documents referenced in this Work <br /> Plan. <br /> 2. Pre-Field Activities <br /> Prior to the start of well decommissioning field activities, several planning activities will be conducted to <br /> facilitate the safe and efficient implementation of the field procedures. These activities are described in <br /> the following subsections. <br /> 2.1 Notifications and Permits <br /> Well Decommissioning Permits will be obtained from the San Joaquin County Environmental Health <br /> Department (SJCEHD) prior to commencement of well decommissioning activities. The selected drilling <br /> subcontractor will provide proof of current C-57 license and be registered with SJCEHD. PG&E's Gold <br /> Shovel Standard guidelines will be followed. In summary, if a marked utility is less than 3 feet from a <br /> proposed drilling location, mechanical drilling is not permitted. If the utility is within 5 feet, drilling may be <br /> permitted if the utility can be physically inspected (daylighted)first. In accordance with SJCEHD <br /> regulations, SJCEHD will be notified prior to well decommissioning activities to coordinate a SJCEHD <br /> inspection appointment. Encroachment Permits will be obtained from the City of Stockton prior to <br /> commencement of well decommissioning activities in the public right of way at monitoring well MW-21. <br /> 2.2 Health and Safety Planning <br /> Prior to the start of field activities, a project-specific Health and Safety Plan (HASP)will be developed, <br /> which is intended to protect the health and safety of onsite well decommissioning project employees, <br /> visitors,and the public during Site work. The HASP identifies policies, procedures, and systems to be <br /> followed by project personnel and visitors while onsite. <br /> 2.3 Utility Clearance <br /> In accordance with PG&E's Gold Shovel Standard, intrusive work will not proceed until subsurface utilities <br /> clearance has been performed for the well decommissioning locations to be removed. The subsurface <br /> utility clearance for the well decommissioning locations will be conducted both by engaging a third-party <br /> subsurface utility location firm and by notifying Underground Service Alert at least two business days <br /> before field activities begin. <br /> FES0817211625BAO <br />
