JACOBS5 Well Decommissioning Work Plan <br /> adjacent to South Center Street. The work at this location will be performed under an approved City <br /> of Stockton Encroachment Permit. <br /> 3.2 Equipment Decontamination <br /> Drilling equipment will be decontaminated prior to and between well locations, before and after work. <br /> Decontamination procedures will include, at a minimum, dry brushing to physically remove soil, washing <br /> the equipment with an AlconoxTM (or similar detergent)solution, and a pressurized rinse with potable <br /> water. Decontamination fluids will be collected and contained in 55-gallon drums. <br /> 3.3 Waste Characterization and Management <br /> The materials generated from drilling activities will be managed as hazardous waste (pending analysis) <br /> and recycled where available. The waste material will be transported and disposed of by a licensed waste <br /> transporter under a manifest at an appropriate offsite disposal facility. Drill cuttings generated from over- <br /> drilling will be collected and contained in 55-gallon drums or lined and covered bins. Displaced <br /> groundwater and decontamination fluids will be collected and contained in 55-gallon drums. Metal and <br /> concrete materials will be recycled if possible. <br /> Once containerized, the materials will be transported to a temporary centralized waste accumulation area <br /> for storage during characterization sampling. The drums will be placed on pallets, including secondary <br /> containment consisting of plastic beneath pallets that contain fluid-filled drums. Sandbags and/or straw <br /> wattle will be placed surrounding the plastic to create a berm and prevent fluids from reaching the ground. <br /> Waste characterization samples collected from the drill cuttings and decontamination fluids will be <br /> submitted to a California-certified laboratory, and results will be provided to PG&E for its use to establish <br /> waste profiles. Laboratory testing will include the following: <br /> • Gasoline, diesel, and motor oil range petroleum hydrocarbons measured as total petroleum <br /> hydrocarbons by United States Environmental Protection Agency (EPA) Method SW8015B <br /> • Semivolatile organic compounds by EPA Method 8270C <br /> • Volatile organic compounds by EPA Method SW8260 <br /> • Title 22 metals by EPA Method SW6010B/SW7471A/7470 <br /> • Ignitability, reactivity, and corrosivity by EPA Method SW-846 <br /> • pH by EPA Method SW9045C <br /> PG&E will be identified as the waste generator and a PG&E representative will sign the appropriate waste <br /> manifests. If necessary, a PG&E-authorized delegate will sign waste manifests on PG&E's behalf. The <br /> contractor will coordinate pickup of the waste containers at the Site. A contractor or PG&E representative <br /> will be onsite during waste removal activities. Inspections of the temporary waste accumulation area will <br /> be conducted until the waste is transported to the approved waste disposal facility. <br /> 4. Reporting <br /> DWR Form 188 Well Completion Reports for the two decommissioned wells will be prepared by the <br /> licensed C-57 driller, reviewed by Jacobs, and submitted to DWR and SJCEHD. <br /> A well decommissioning letter report will be submitted to DTSC. The letter report will contain a brief <br /> description of field activities, well decommissioning permits, waste profile data, waste manifests, and <br /> copies of the DWR Form 188 Well Completion Reports. <br /> FES0817211625BAO <br />
