7.0 RECORDS REVIEW <br />The records review consisted of acquisition and review of a regulatory agency database search <br />report, interviews with local government (agency) personnel, and review of reasonably <br />ascertainable information from regulatory agency files for the Site and/or nearby sites considered <br />to have a potential to have adversely impacted the Site. <br />7.1 REVIEW OF DATABASE SEARCH REPORT <br />CAC retained EDR to perform a database search of standard federal and state environmental <br />records for the Site and sites within minimum search distances specified in ASTM Standard E <br />1527-13, and to document the results in a summary report. A copy of the report is included as <br />Appendix E. The database search report includes a complete listing of the databases searched, <br />the search distance for each database searched, and the results of the search, including a map <br />and summary of findings. <br />The Site was not identified on the report as having any documented uses or releases of hazardous <br />materials. However, the Site identified as 20333 South Airport Way was documented on the CDL <br />List as an Illegal Drug Lab in February of 2003. There is no indication of release or spill. This is <br />not expected to impact soil or groundwater at the Site. <br />There were two schools identified as having been researched in the vicinity, however, no <br />documented incidents were listed. Additionally, two facilities were identified, but neither facility is <br />identified as having had a release or spill of hazardous materials and therefore, are not likely to <br />impact the Site. <br />CAC requested EDR to conduct a preliminary screening for vapor encroachment conditions <br />(VECs) at the Site using the Tier 1 vapor encroachment screening evaluation criteria. The <br />evaluation was conducted to determine if Chemicals of Concern (COC) were present within the <br />designated radii. Based on the completion of the VEC screening, there are no VECs in the vicinity <br />of the Site. <br />7.2 GOVERNMENTAL OFFICIALS INTERVIEWED <br />CAC contacted the following governmental agencies regarding potential recognized <br />environmental conditions in connection with the Site: <br />City of Manteca Community Development Department <br />CAC interviewed Ms. Esmeralda Villalobos with the City of Manteca Community <br />Development Department. Ms. Villalobos had no records for permits for the Site, and <br />indicated that the Site is currently not within the City limits however, it is within the Sphere <br />of Influence. According to the General Plan, the Site would be zoned Low Density <br />Residential. <br />7-1 <br />
