2.0 INTRODUCTION <br />CAC was retained by Signature Homes, Inc. (Signature) to conduct a Phase I environmental site <br />assessment (ESA) of the property identified as the Machado Property near Manteca, California <br />(the Site). Work for this project was conducted pursuant to Signature's request on September 6, <br />2022. This ESA presents a summary of the conditions at the Site. <br />Figure 1 is a site location map showing the location of the Site with respect to the site vicinity. <br />Figure 2 is a site plan showing approximate boundaries of the Site, improvements, adjacent site <br />use, and salient features observed during the site visit. Copies of photographs taken during the <br />site visit are included in Appendix A. <br />This report was prepared under the direction of Mr. Steve Miller, of Signature. The report will be <br />used for the purposes of providing advice to the Senior Management of Signature. <br />2.0 METHODOLOGY <br />This Phase I ESA was performed in accordance with the American Society for Testing and <br />Materials (ASTM) Standard Practice for Environmental Site Assessments: Phase 1 <br />Environmental Site Assessment Process, ASTM Designation E 1527-13. Title 40 of the Code of <br />Federal Regulations, Part 312 specifies standards and practices for "all appropriate inquiries" <br />required to obtain protection from liability under the federal Comprehensive Environmental <br />Response, Cleanup and Liability Act (CERCLA). 40CFR 312.11(a) identifies a Phase I ESA <br />completed in accordance with the E 1527-13 practice as one way to achieve compliance with <br />requirements of the "All Appropriate Inquiries" rule. <br />The objective of this Phase I ESA Update was, to the extent feasible pursuant to the process <br />outlined in E 1527-13 and the approved scope of work for this project, to identify Recognized <br />Environmental Conditions (RECs) or Historic Recognized Environmental Conditions (HRECs). <br />As defined in E 1527-13, a REC is: <br />"...the presence or likely presence of any hazardous substances or petroleum products <br />on a property under conditions that indicate an existing release, a past release, or a <br />material threat of a release of any hazardous substances or petroleum products into <br />structures on the property or into the ground, groundwater, or surface water of the <br />property. The term includes hazardous substances or petroleum products even under <br />conditions in compliance with laws. The term is not intended to include de minimis <br />conditions that generally do not present a threat to human health or the environment and <br />that generally would not be the subject of an enforcement action if brought to the <br />attention of appropriate government agencies. Conditions determined to be de minimis <br />are not RECs. " <br />The scope of services did not include overall environmental regulatory compliance or sampling <br />2-1 <br />
