OBSERVATION: Designated facility signed and dated copies of Uniform Hazardous Waste Manifests (UHWM) were not found on-site. The missing manifests are: -008119447SKS, 10/11/2021 -023638246JJK, 6/7/2022 REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance with section 66262.23(a)for three years or until the generator receives a signed copy from the designated facility which received the waste. This signed copy shall be retained as a record for at least three years from the date the waste was accepted by the initial transporter. The hazardous waste generator must submit a copy of the manifest to the California Department of Toxic Substances Control (DTSC)within 60 days if the destination facility signed manifest copy is not received from the transporter or designated facility. CORRECTIVE ACTION: Locate the destination facility signed manifests listed above and maintain in the facility file for three years from the date of shipping. Send a copy to the San Joaquin County Environmental Health Department(EHD). This is a repeat violation, Class II. 113 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. OBSERVATION: The facility could not provide all of the consolidated manifest receipts for hazardous waste transported from the site in the past three years. The missing receipts include: -020381718JJK, 3/10/2020 -021523846JJK, 10/12/2020 -020384896JJK, 3/24/2021 -020384921JJK, 3/24/2021 -021524305JJK, 6/29/2021 -021526152JJK, 6/29/2021 -021526948JJK, 8/31/2021 -023568627JJK, 12/7/2021 -022710147JJK,4/29/2022 -022737623JJK, 6/7/2022 REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. This period of retention is extended automatically during the course of any unresolved enforcement action regarding the regulated activity or as requested by the department or a certified unified program agency. CORRECTIVE ACTION: Locate a copy of the receipts listed above. Maintain the records on-site for three years from the date of shipping and provide a copy to the San Joaquin County Environmental Health Department(EHD). If the receipts cannot be found, provide a statement to the EHD that future receipts will be maintained on-site for three years. This is a Class II violation.
