Hold : <br /> Central Valley Compost ( CVC ) requests to abandon the on- site piezometer located at the north <br /> end of the CVC facility near the office building in order to accommodate the installation of an <br /> upgraded septic system to be located adjacent to this area . Local permitting officials require the <br /> removal of this piezometer prior to installing the new septic system . This piezometer has been <br /> used to monitor water levels at the Site . However , with the completion of the two new on- site <br /> compost water ponds , the piezometer is no longer required as each pond was designed to include <br /> an underdrain system that has two monitoring locations to assess groundwater levels beneath the <br /> ponds . The underdrains allow for monitoring the presence of groundwater through 18 - inch <br /> diameter high density polyethylene (HDPE) riser pipes located at both the eastern and western <br /> ends of the ponds (total of four monitoring locations ) . The underdrains were constructed <br /> approximately three feet below the elevation of the pond liner systems . Groundwater can <br /> therefore be detected in the underdrains prior to rising to an elevation of two feet below the pond <br /> liners . Since we do not anticipate that groundwater will be detected in the underdrains , CVC will <br /> utilize these monitoring points to demonstrate compliance with maintaining two feet of <br /> separation between the pond liner systems and groundwater . <br /> The results of this monitoring will be reported annually in the Annual Monitoring and <br /> Maintenance Report , which will be submitted by 1 April of each year as long as the Notice of <br /> Applicability (NOA) is in effect . If at any time , the 246ot separation is not maintained , CVC will <br /> notify the Regional Water Quality Control Board in accordance with the NOA and submit a <br /> work plan describing how CVC will address the elevated groundwater levels . <br />
