OBSERVATION: The site map is incomplete and not consistent with observations during the inspection: 1. The site map does not include loading and unloading areas for the reportable hazardous materials on the HMBP which are the diesel fuel tank, lead acid batteries, LPG bottles( in front and behind the store), treated wood waste container behind the store, and hazardous waste storage(HWS)in the receiving area. 2. The site map does not include the location of the treated wood waste container behind the store outside the wood product area. 3. The HWS in the tool rental center is located in the incorrect location on the site map. A plumbed eyewash station in the tool rental center is not included on the site map. These items are both in the south part of the tool rental center near the spill kit(SK)and the first aid kit. 4.A plumbed eye wash station in the forklift battery recharging area is not included on the site map. REGULATION GUIDANCE:A site map shall contain a north orientation, loading areas, internal roads, adjacent streets, storm and sewer drains, access and exit points, emergency shutoffs, evacuation staging areas, hazardous material handling and storage areas, and emergency response equipment. If a site map element is not applicable for your facility then list it on the map and label as"NA". CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. This is a repeat violation, Class II. 12 HSC 25505(c)Failed to have the HMBP readily available to facility or EHD personnel. OBSERVATION: Facility could not provide the emergency response plan and procedures during the inspection. The emergency response plan currently in the California Environmental Reporting System (CERS),the Consolidated Emergency Response/Contingency Plan, was not available for review. REGULATION GUIDANCE: The emergency response plans and procedures,the inventory of information required by this article, and the site map required by this section shall be readily available to personnel of the business or the unified program facility with responsibilities for emergency response or training pursuant to this section. CORRECTIVE ACTION: Immediately make arrangements to have the complete business plan, including the emergency response plan, readily available for use and review by the store employees. This is a repeat violation, Class II. Overall Inspection Comments: Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by November 17, 2022 . To minimize person to person contact EHD is choosing to write the name of person receiving the report instead of having them sign.
