Williams <br /> Weather: Cool; Clear and Sunny <br /> A State Inspection of the subject facility was conducted on December <br /> 5, 1990. I was accompanied by Jack Miller and Elaine Novak of the <br /> California Integrated Waste Management Board (Board) and Mr . Rick <br /> Vidas, Operations Manager and Ms. Carrie Cummings, Environmental <br /> Compliance Officer of Forward, Inc. Mr . Greg Oliveira of the local <br /> enforcement agency (LEA) accompanied us during portions of the <br /> inspection. I discussed preliminary results of the investigation <br /> with Mr . Vidas and Ms. Cummings at the site office, 9999 South Austin <br /> Road, Stockton, California 95206. <br /> Prior to the inspection I contacted Messrs. Oliveira and Vidas, <br /> established that asbestos is not routinely accepted at this site on <br /> Wednesdays, and scheduled the inspection for Wednesday, 5 December <br /> 1990 . Upon arrival ( 0700) , I met Mr. Vidas at the site office and <br /> re-established the fact that asbestos was not scheduled for delivery. <br /> Mr . Vidas assured me that if an unscheduled load arrived during the <br /> inspection, that I would be told prior to its disposal . Before <br /> walking the site, Mr . Vidas provided a "windshield" inspection of the <br /> landfill and pointed out waste management units (WMU) used for <br /> asbestos disposal. These areas along with several cargo containers <br /> used for asbestos transport were not inspected. <br /> Stection Ma a er Waste Man gement Specialist <br />
