Box 6336 <br /> Stockton, CA 95206 <br /> FORWARD LANDFILL, SAN JOAQUIN COUNTY(Case No. 2209) <br /> We have reviewed your letters dated 16 December 1991, 14 January 1992, 19 January <br /> 1992 and 12 February 1992 regarding drying and disposal of wastewater treatment <br /> plant sludges at Forward Landfill. These sludges are acceptable for landfilling since <br /> they meet or exceed the minimum solids content for landfill disposal. In addition, <br /> you propose to land spread and dry the sludges to further reduce the moisture <br /> content before landfilling. is will reduce the amount of moisture placed in the <br /> landfill unit and provide additional protection against water quality degradation. <br /> As described in your letters, the drying operation will be conducted within the land <br /> treatment area, WMU G, on a bermed, compacted soil liner to control surface water <br /> runoff and minimize the potential for leachate infiltration. Incoming sludge and <br /> the soil liner will be periodically monitored for compliance with the facility's waste <br /> discharge requirements. Furthermore, you have stated that the sludges are not <br /> hazardous or designated wastes. <br /> Based on the information you have provided, the proposed sludge drying operation <br /> complies with Forward's waste discharge requirements.
