Box 6336
Stockton, CA 95206
FORWARD LANDFILL, SAN JOAQUIN COUNTY(Case No. 2209)
We have reviewed your letters dated 16 December 1991, 14 January 1992, 19 January
1992 and 12 February 1992 regarding drying and disposal of wastewater treatment
plant sludges at Forward Landfill. These sludges are acceptable for landfilling since
they meet or exceed the minimum solids content for landfill disposal. In addition,
you propose to land spread and dry the sludges to further reduce the moisture
content before landfilling. is will reduce the amount of moisture placed in the
landfill unit and provide additional protection against water quality degradation.
As described in your letters, the drying operation will be conducted within the land
treatment area, WMU G, on a bermed, compacted soil liner to control surface water
runoff and minimize the potential for leachate infiltration. Incoming sludge and
the soil liner will be periodically monitored for compliance with the facility's waste
discharge requirements. Furthermore, you have stated that the sludges are not
hazardous or designated wastes.
Based on the information you have provided, the proposed sludge drying operation
complies with Forward's waste discharge requirements. If you have any questions,
please call Steve Rosenbaum at (916) 361-5732.
WILLIAM J.
